AbstractThis paper explores the proposition that there is a need for the effective monitoring of the resources devoted to new buildings and to the care of existing ones because the resources available are limited. In particular, it examines a number of important and principally economic relationships that exist between research, industrial development, and codes and regulations in the building environment in Canada. It concludes that the complex nature of these relationships makes control over the resources devoted to better building and building care a very difficult task.
