Abstract
This paper discusses the development of building regulations in the English language from their beginnings in London, England, with particular reference to the processes involved in development. The objective is two-fold: to suggest how the processes can be reformed so that building codes are a more direct expression of the developing knowledge of building performance; and to identify fields of knowledge which are, relatively speaking, under-developed and where lack of knowledge is hindering improved perfomance in building as well as its expression in building codes.
